The European Commission recently announced the work plan of the European Commission for 2020, which puts forward the governance priorities of the European Commission in 2020 and even in the next five years. It will focus on promoting the economic and social transformation to green and digital in the EU.
In the work plan submitted to the European Parliament, the European Economic and Social Commission, the European Regional Commission and other four departments, the European Commission listed six major governance priorities, namely, "green new deal in Europe", Europe's transition to a digital era, an economy serving the people, building a strong Europe, promoting European lifestyle and deepening European democracy. To achieve these six goals, the European Commission has put forward dozens of supporting policy initiatives. Feng delaine, chairman of the European Commission, said that white papers, action plans and investment plans will be launched intensively 100 days before the new European Commission takes office, so as to clarify objectives and gather resources.
The "Green New Deal" has attracted much attention and is regarded as a new growth strategy by the EU, aiming to create more jobs and enhance the global competitiveness of the EU. The European Commission plans to promote the development of the European climate law, the 2030 plan for reducing greenhouse gases, and the 2050 target of "carbon neutralization". In addition, the European Commission has put forward development plans in terms of offshore renewable energy, circular economy, biodiversity protection, green investment and finance.
In terms of digital transformation, the European Commission said that it would publish the European data strategy and the white paper on artificial intelligence, implement the new digital services law and propose a comprehensive "European industrial strategy" to support the ecological and digital transformation of Europe and encourage fair competition.
Mr. von der lain said not long ago that he would make tackling climate change, adapting to the digital age and creating jobs the "core issues" of the new European Commission, and nominated three executive vice chairmen of the European Commission to be responsible for their implementation. According to the public opinion, the annual work plan proposed by the European Commission is not only the key work of the Commission in 2020, but also the direction of the whole term of the Commission.
This year is the first year of Britain's official "brexit". During the transitional period, Britain and Europe will negotiate on the future relationship between the two sides. According to the work plan, the European Commission hopes to continue to maintain the relationship of "partners, allies and friends" with Britain outside the EU, and to maintain "maximum transparency" in negotiations. Despite the recent brexit, EU leaders still claim to be confident in achieving the EU's future development goals.
According to the Commission, the EU budget will support the Commission's policy initiatives. It is believed that with the departure of the UK, a large net contributor of EU finance, the EU budget game will become more intense. It is uncertain whether the plan of the European Commission can be implemented smoothly. Whether the EU's "carbon tax" and "industrial policy" will aggravate the differences with other countries outside the EU is also worth observing.
