Recently, the general office of the CPC Central Committee and the general office of the State Council issued the "opinions on the comprehensive implementation of the forest chief system" and issued a notice, requiring all regions and departments to seriously implement it in light of the actual situation.




The full text of "opinions on comprehensively implementing the forest chief system" is as follows.




Forest and grassland are important natural ecosystems, which play a fundamental and strategic role in maintaining national ecological security and promoting the construction of ecological civilization. In order to improve the ecosystem functions of forest and grassland in an all-round way and further consolidate the main responsibility of local Party committees and governments at all levels for the protection and development of forest and grassland resources, the following opinions are put forward on the full implementation of the forest leader system.




1、 General requirements




(1) Guiding ideology. Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, he carried out the spirit of the nineteen and nineteen second, third, fourth and fifth plenary sessions of the party in a comprehensive way, conscientiously implemented Xi Jinping's ecological civilization thought, and firmly carried out the new development concept. (2) Working principle




——We should give priority to ecological protection. We should fully implement the forest law, grassland law and other laws and regulations, establish and improve the strictest system for protecting forest and grassland resources, strengthen ecological protection and restoration, protect biodiversity, and enhance the stability of forest and grassland ecosystems.




——Adhere to green development and benefit the people. Firmly establish and practice the concept that green water and green mountains are golden mountains and silver mountains, actively promote ecological industrialization and industrial ecology, and constantly meet the people's needs for beautiful ecological environment, excellent ecological products and high-quality ecological services.




——We should adhere to problem orientation and adjust measures to local conditions. In view of the prominent problems in the protection and management of forest and grassland ecosystems in different regions, we should adhere to the classification of policies, scientific management and comprehensive management, and comprehensively improve the ecological, economic and social functions of forest and grassland resources.




——Adhere to the leadership of the Party committee and the linkage of departments. Strengthen the leadership of the Party committee, establish and improve the responsibility system with the leadership responsibility system of the party and government as the core, clarify the responsibilities of forest (grass) leaders at all levels (hereinafter referred to as forest leaders) for the protection and development of forest and grassland resources, strengthen work measures, and coordinate the forces of all parties, so as to form a work pattern of grasping at one level and implementing at all levels.




(3) Organization system. Each province (autonomous region, municipality) shall set up a chief Forest Officer, who shall be held by the leading comrades of the provincial Party committee or government; vice chief Forest Officer, who shall be held by the leading comrades of the provincial level, shall be set up, who shall be in charge of the division (piece). All provinces (autonomous regions and municipalities directly under the central government) may, according to the actual situation, set up forest directors at all levels of cities, counties and townships. The local competent forestry and grassland departments at all levels shall undertake the specific work of organizing and implementing the forest leader system.




(4) Job responsibilities. All localities should consider the characteristics of region, resources and the integrity of natural ecosystem, and scientifically determine the responsibility area of forest leaders. Forest managers at all levels shall organize and lead the protection and development of forest and grassland resources in the responsible areas, implement the target responsibility system for the protection and development of forest and grassland resources, take forest coverage, forest volume, grassland comprehensive vegetation coverage, desertification land management area as important indicators, and determine the target and task according to local conditions; organize and formulate forest and grassland resources protection and development plans, and strengthen overall management In addition, we should organize and coordinate to solve the key and difficult problems in the responsible area, comprehensively protect the forest and grassland resources according to law, promote ecological protection and restoration, organize and implement the responsibilities and measures of forest and grassland fire prevention and fire fighting and major pest control, and strengthen the administrative law enforcement of forest and grassland industry.




2、 Main tasks

We will strengthen supervision over forest and grassland, and crack down on illegal and criminal activities that damage forest and grassland resources. Promote the construction of national parks as the main body of the nature reserve system. Strengthen the protection of wildlife and their habitats.




(6) We will strengthen ecological restoration of forest and grassland resources. According to the land space planning, scientifically delimit the ecological land, and continuously promote the large-scale land greening action. The implementation of major ecological system protection and restoration projects, the promotion of coordinated development of Beijing Tianjin Hebei, the development of the Yangtze River economic belt, the construction of Guangdong, Hong Kong and Macao Bay area, the integrated development of the Yangtze River Delta, the ecological protection and high-quality development of the Yellow River Basin, the construction of Hainan free trade port and other major strategies involve the protection and restoration of regional ecosystems, and the deep implementation of returning farmland to forest and grassland, and the construction of three North Shelterbelt System Key projects, such as construction, grassland ecological restoration and so on. Strengthen forest management and restoration of degraded forests to improve forest quality. We should implement the responsibility of greening departments, innovate the mechanism of compulsory tree planting, and improve the rate of responsibility of compulsory tree planting of the whole people.




(7) We will strengthen the prevention and control of forest and grassland resources disasters. We will establish and improve the local government responsibility system for the prevention and control of major forest and grassland pests, incorporate forest and grassland pests into the disaster prevention, mitigation and relief system, improve the mechanism for the supervision and joint prevention and control of major forest and grassland pests, and do a good job in the prevention and control of pine wilt disease, American white moth and grassland pika. (9) Strengthen the monitoring and supervision of forest and grassland resources. We should make full use of modern information technology, constantly improve the dynamic monitoring system of "one map" and "one set of numbers" of forest and grassland resources, gradually establish the real-time monitoring network of key areas, timely grasp the dynamic changes of resources, improve the ability of early warning, forecasting and investigating problems, and improve the intelligent management level of forest and grassland resources protection and development.




(10) We will strengthen basic infrastructure at the grassroots level. Give full play to the role of ecological forest rangers and other management and protection personnel to achieve grid management. Strengthen the capacity building of township forestry (grassland) workstations, strengthen the training and daily management of ecological forest protection personnel. We should establish a market-oriented and diversified capital investment mechanism, and improve the financial support policies for ecological protection and restoration of forest and grassland resources.




3、 Safeguard measures




(11) Strengthen organizational leadership. Local Party committees and governments at all levels are the main body responsible for the implementation of the forest leader system. It is necessary to strengthen organizational leadership and overall planning, clarify the division of responsibilities, refine work arrangements, and pay close attention to the implementation of responsibilities, so as to ensure the full establishment of the forest leader system by June 2022.




(12) Improve the working mechanism. Establish and improve the system of forest directors' meeting, information disclosure, department cooperation and work supervision, study major issues in the protection and development of forest and grassland resources, and regularly report the key work in the protection and development of forest and grassland resources.




(13) Accept social supervision. Establish the information release platform of forest leader system, announce the list of forest leaders to the society through the media, and set up the publicity board of forest leaders at a prominent position in the responsibility area. Where conditions permit, a third-party assessment of the implementation of the forest leader system can be carried out. The protection and development of forest and grassland resources will be announced every year. We should strengthen the publicity and education of ecological civilization, enhance the public's awareness of ecological protection, and consciously love green plants and protect green.




(14) Strengthen supervision and assessment. The forest leader system supervision and assessment is included in the scope of forestry and grassland comprehensive inspection and assessment. Forest leaders at or above the county level are responsible for organizing the assessment of forest leaders at the next level. The assessment results can be used as an important basis for the comprehensive assessment and evaluation of local party and government leading cadres and the departure audit of natural resources assets. We will implement the lifelong accountability system for ecological and environmental damage of leading cadres of the party and government. Those who cause serious damage to forest and grassland resources will be held accountable in strict accordance with relevant regulations.




In the process of implementing the forest leader system, the party committees and governments of all provinces (autonomous regions and municipalities directly under the central government) should timely report major situations to the Party Central Committee and the State Council.
