In the sea area of Bohe new port, the law enforcement officers of the speedboat neatly completed the "jump to the target ship" (i.e. jumping to the target ship), and inspected whether the engineering ship in operation implemented the marine engineering environmental protection measures and requirements.
In Xitou fishing port of Yangjiang River, law enforcement officers climb the wall and take pipes. On the steep river side, they step on the sewage pipes that protrude from the bank to extract water samples
Over the past few days, the provincial joint law enforcement operations in western Guangdong organized by the Department of ecological environment of Guangdong Province, the provincial marine integrated law enforcement corps, the Guangdong maritime administration and the maritime police bureau are in full swing.
Clear responsibilities and division of labor
Systematic planning of law enforcement
"The land action is to carry out law enforcement inspection on the main outlets that discharge pollutants into the sea, strictly investigate and deal with the illegal establishment and illegal discharge of pollutants into the sea, and clean up and rectify them according to law."
"The maritime action will focus on the investigation and punishment of illegal acts of reclamation, dredging, sand mining and other construction projects that fail to implement environmental protection measures as required."
"The maritime police and maritime departments shall, in accordance with the requirements of maritime operations, arrange grass-roots law enforcement forces to support joint maritime operations."
……
On November 23, Guangdong Provincial Department of ecological environment, provincial marine comprehensive law enforcement corps, Guangdong maritime administration, Guangdong maritime police bureau, Yangjiang, Zhanjiang, Maoming City and relevant counties (districts) held a joint law enforcement meeting on coastal water pollution prevention and control in western Guangdong to deploy specific law enforcement work.
According to the relevant person in charge of the marine ecological environment department of Guangdong Provincial Ecological Environment Department, the joint law enforcement action aims to improve the ecological environment quality of coastal waters in Guangdong Province, and the task is to tackle the key problems of water quality in coastal waters. At the same time, it will carry out the monitoring work of national examination sites to master the water environment quality status of sea areas, find out the main sources of marine pollution, and sort out the key control objectives and priorities To investigate and deal with the objects and strengthen the investigation of pollution in key sea areas.
During the provincial operation, land law enforcement and maritime law enforcement coordinated. According to the maritime cruise arrangement, the land law enforcement inspection shall be carried out simultaneously for the coastal sewage outlets, sea related projects and relevant ports and wharves in the patrol sea area, and the joint action of Yangjiang, Zhanjiang and Maoming shall be guided to promote the establishment of an inter departmental coordination mechanism for marine ecological environment protection and enforcement.
It is understood that the departments of ecological environment, comprehensive marine law enforcement, maritime affairs and marine police of the three cities in western Guangdong have jointly implemented the joint action plan for pollution prevention and control in coastal waters as required. All departments attach great importance to the joint action plan, clarify the division of labor, and closely cooperate with each other. After the illegal acts are found, they are handed over to the corresponding departments according to the division of responsibilities, and the results are remarkable.
Looking at the sky and looking at the sea
"Tianyan" helps to control pollution
On the morning of November 24, after the joint maritime law enforcement team received the departure instruction, all law enforcement boats sounded their horns in response. Law enforcement officers dressed in spring and autumn clothes of Marine Surveillance, two large ships and law enforcement speedboats set off from Zhapo port of Yangjiang.
"A deep-water shrimp farming project is found in the right sea area. Please go to the speedboat to confirm whether the relevant environmental protection measures have been implemented" and "suspected illegal dumping of waste vessels in QingSha bay" At 10:00 a.m. on that day, in the cockpit of the joint law enforcement command ship "China maritime surveillance 9068", law enforcement officers monitored the cruising sea area through high-tech equipment, and from time to time provided "intelligence" for law enforcement officers on board the speedboat.
Although the project is outside the visible range of the naked eye, through the "sky eye" tracking and monitoring system on the command ship, the sea state several kilometers away is clearly displayed on the screen, and through radar and other equipment, law enforcement personnel can quickly locate the location of the target ocean engineering. The law enforcement vessels will turn on satellite C station, Beidou and AIS terminals, and vhf-72 to keep listening.
According to law enforcement officials, if the lookout observer determines that the target ship is suspected of illegal fishing and dumping, and that the marine engineering has not implemented the requirements of relevant environmental protection laws and regulations, the law enforcement personnel will be immediately informed to dispatch patrol inspection, and the efficiency and speed of maritime law enforcement will be significantly improved.
Despite the help of science and technology, navigation at sea is still very difficult. The law enforcement boat broke through the waves and was too bumpy to stand on. Inside the cockpit, the sea water is beating against the front windshield. Outside the cabin, two law enforcement officers hold on to the railings and firmly stand on the deck, carefully observing the situation on the sea surface.
The leader of the "China fishery administration 44229" team leader found two illegal vessels during the inspection, and immediately reported the situation immediately. The commander ordered a number of law enforcement speedboats to move forward at full speed, sounded the siren, and took advantage of the speed advantage to form the potential of entrapment of illegal vessels. Subsequently, the law enforcement officers successfully boarded the ship for inspection, and immediately fixed the evidence such as the position of the ship. The relevant personnel were taken to the law enforcement ship to make inquiry records for further investigation.
Traceability and quality assurance
Not a single drain
Marine operations are in full swing, and the investigation of land-based sewage outlets is also carried out in an orderly manner.
"The ultimate goal of this investigation of land-based sewage outlets into the sea is only one, that is, as long as the" outlets "for discharging pollutants into the sea should be counted and checked clearly to ensure that there is no leakage." According to the relevant person in charge of marine ecological environment department of Guangdong Provincial Ecological Environment Department, for example, sensitive areas under bridges and underwater that may have concealed outlets should be verified on the spot, and newly discovered outlets should be added and supplemented; attention should be paid to the key areas such as coastal industrial agglomeration areas, urban agglomeration areas, ports and wharves, and those with drainage should be marked out.
In addition, the land action team carried out on-site inspection on the sand beach polluted by sewage from the sewage outlet of Maoming No.1 beach and the rectification of sewage from high-level pond aquaculture in Wuchuan, understood the rectification measures and existing difficulties at the grass-roots level, put forward guidance opinions, and inspected some wharf projects, sewage treatment plants and sewage outlet treatment works.
In order to ensure the quality of investigation, the joint action team summarized and sorted out the illegal clues in time and followed up. The whole process of investigation is marked, and the responsibility is assigned to the person in charge. The person in charge of each investigation grid and each investigation port can be queried and traced.
"To find out the specific situation of these outlets, and carry out the next step of monitoring, tracing and remediation tasks, we need to attach great importance to the governments at all levels and the cooperation of relevant departments. To this end, we have adhered to the principle of land and sea co-ordination, clarified the responsibilities of departments, and gathered forces from all sides to complete the important task of on-site investigation of land-based sewage outfalls in western Guangdong, and truly formed a comprehensive, scientific land and sea integrated management system. " The person in charge said.
It is understood that this provincial joint operation has dispatched 45 law enforcement vessels and more than 300 personnel. It has inspected 34 marine (coastal) projects, 64 ships (Times), 38 sewage outfalls into the sea, 8 islands, and 3 illegal vessels. No major marine environmental violations have been detected.
According to reports, the joint action team will conduct in-depth investigation on a number of illegal clues found, and urge all cities to further strengthen the work of touch and discharge, vigorously carry out monitoring and investigation, strengthen the law enforcement inspection of sea related projects, maintain a high pressure situation, and severely crack down on illegal dumping. At the same time, we should adhere to the laws and regulations, publicize and popularize the law, enforce the law in a civilized way, improve the cooperation mechanism of marine ecological environment and environmental protection departments, continue to deepen the joint action of pollution prevention and control in coastal waters of Guangdong Province, and strive for new breakthroughs and new achievements.
