Water pollution used to be a "persistent disease" in Dezhou City. For a time, the whole city presented a situation of "all rivers are dry and all water is dirty". In order to improve the water ecological environment, Dezhou City has carried out the "six governance" measures of "structural adjustment and source control, strict standards and strict control, comprehensive treatment of industrial point sources, comprehensive treatment of urban sewage, scientific treatment guided by technology, and systematic treatment of innovative ideas", and created a progressive pollution control mode of "point source - urban sewage treatment plant - Artificial Wetland - River".

Focusing on water pollution control, Meng Qingsheng and his colleagues strictly implement various work requirements and strive to promote the continuous improvement of water environment quality. At the beginning of taking over the total emission reduction of pollutants, the city's chemical oxygen demand and sulfur dioxide emissions are respectively the first and third in Shandong Province, "with great pressure." Zhang Guangrui, deputy director of Dezhou Ecological Environment Bureau, told reporters.
